Abstract
This study entitled "Implications of a Single Candidate Pair in the Election of Regional Heads Based on the Decision of the Constitutional Court Number: 100/PUU-XIII/2015" is the result of empirical legal research that aims to answer questions. First, what are the implications of the Constitutional Court's Decision Number: 100/PUU-XIII/2015 on the Single Candidate Pair for Regional Heads. Second, How is the Mechanism of Election of Regional Heads for Single Candidate Pairs Based on the Decision of the Constitutional Court. Third, what are the efforts of the General Elections Commission if the Candidate Pair for Regional Head does not meet the Election Boundary Requirements. The decision of the Constitutional Court Number: 100/PUU-XIII/2015 has ordered to hold regional head elections even though it is only followed by a single candidate pair. The absence of competition and contestation as generally in the electoral process does not mean reducing the values and principles of democracy in this country. This is because democracy is a process and not an end goal, all processes will lead to one goal, namely justice and equal rights as mandated in the constitution. The impact of the decision of the Constitutional Court Number: 100/PUU-XIII/2015 on the legality of a single candidate pair where the court's decision has an impact on the mechanism for selecting regional heads, implementing democracy in Indonesia, and on the role of the community in regional head elections. Regional head elections (Pilkada) which are only followed by a single candidate pair, the manifestation of the contestation is more appropriate if it is with a plebiscite that asks the people as voters to determine whether they "agree" or "disagree" with the candidate pair.
