Abstract

This study aims to determine the implementation of Joint Regulation (PBM) No. 9 of 2006 and PMB No. 8 of 2006, for freedom of worship for religious minorities, knowing and understanding the factors causing horizontal conflicts between religious communities due to houses of worship and providing conflict resolution solutions. The research method used is normative legal research. The basic problem is the occurrence of horizontal conflicts between religious communities in the establishment of houses of worship, one of which is the implementation of PBM No. 9 of 2006 and PMB No. 8 of 2006 in Indonesia which has many weaknesses and gaps in discrimination against the minority population. Conflicts over the construction of houses of worship still often occur in Indonesia. the experience of a house where not only one religion is experienced, but all religions have found it difficult to build a house for worship. Reflecting on these problems, it is the responsibility of all lines in social life, both government and society, to create peace and security between religious communities, especially freedom to worship according to their respective beliefs as the fulfillment of human rights in accordance with the mandate of the 1945 Constitution.
